The first-ever Halloween parade on the High Line will begin promptly at noon at the Seating Steps, on the High Line at West 22nd Street. Led by Puppet Master Ralph Lee, students from local public schools, and a giant train car puppet created by the kids, the parade will travel south toward The Porch, the new open-air café on the High Line at West 15th Street.
